Qualche considerazione dai servizi trasmessi negli ultimi giorni da tg nazionali e locali su una delle vicende che hanno portato all'arresto di Luciano D'Alfonso, l'appalto in project financing per la sistemazione delle Aree di Risulta della ferrovia a Pescara, lavori per 60 milioni di euro, e soprattutto una gestione dell'area da parte del vincitore revista per ben 29 anni con un ritorno per la Toto S.p.A di ben 400 milioni di euro. Indipendentemente da eventuali responsabilità penali un appalto fortemente contestato da parte delle forze politiche e della cittadinanza, nella cui attuazione sarebbero state necesssarie massima pubblicità e trasparenza, per non doversi ridurre ad affidare l'appalto all'unica concorrente, ossia la Toto, su soli 5 partecipanti. Invece di richiedere poi 4 mesi dopo agli altri concorrenti i motivi della mancata partecipazione meglio sarebbe stato non affidare l'appalto, poi comunque sospeso da una sentenza del TAR ed infine definitivamente revocato già dalla Giunta D'Alfonso. Una controversa situazione in cui le "regalie" da parte di Toto ammesse dal Sindaco, se non tangenti ed elemento di un reato, appaiono quanto meno FORTEMENTE INOPPORTUNE e contrarie allo spirito di trasparenza ed onestà sostanziale che deve ispirare l'azione di una classe politica seria. http://abruzzosvegliati.blogspot.com/
